The navigation act of 1663 provided that no vessel could load or unload goods in the colonies before the captain made known to the governor detailed information about the ship and its cargo. By 1696, the enforcement of these laws became the responsibility of a subordinate clerk known as the naval officer. The information was compiled by the naval officer (usually each quarter) and was then sent by the governor to the Board of Trade or the Treasury. Information found in the lists includes: the date of entry or clearance, the name of the ship and the home port or colony of the ship's construction and registration, name of the master, name of the owner(s), tonnage, number of guns carried, number of crew and cargo carried. The last port of clearance or the immediate destination is also usually given.

The surviving lists for New Jersey include the returns for three ports -- Bridlington, Perth Amboy and Salem.
