Recognizing the importance of determining the nature of existing trade flows and the state of the balance of trade with individual countries, in 1696 the Board of Customs proposed the collection of basic information concerning the movement of ships and commodities. An Inspector-General of Imports and Exports was appointed and in 1697 the first of the Registers of Imports and Exports appeared.
The organization remained basically the volume, as well as the value, of trade in each commodity with each country, English and foreign ships, imported and exported from London and the outports.
